NEW CHALLENGE (EASY!)

Apparently it really was easy.  Cadet Ferguson reported the correct answer:  "Early to bed, early to rise, makes a man healthy, wealthy, and wise."  (Middletown cadets often loose on both counts!)  For the record, the XO did not answer correctly.

Here's a challenge even the XO can get.  What does the following passage mean when translated into common language?

He who locks himself into the arms of Morpheus promptly at eventide, and starts the day before it is officially announced by the rising sun, excels in physical fitness, increases his economic assets and celebrates with remarkable efficiency
