A SHORT PUZZLE

The Squeaker fails again...the answer is that the man is too short to reach the button.  If there are other people in the elevator, or if he happens to have an umbrella, he has no problem; if, on the other hand, no else is the elvator, he pushes the highest button he can reach (7), gets off on the seventh floor, and walks the rest of the way.

Here's a challenge for Jessica:
A man who lives on the tenth floor takes the elevator down to the first floor every morning and goes to work. In the evening, when he comes back; on a rainy day, or if there are other people in the elevator, he goes to his floor directly. Otherwise, he goes to the seventh floor and walks up three flights of stairs to his apartment. Can you explain why?
Inputs are due not later than 1100 Thursday, 26 July.  Good luck!  By the way, I will be hiding an object somewhere around the greater Middletown, NY area.  The object will be in a safe, reasonably accessible area.  More to follow.
Hidden in plain sight.
